Statement from the Strongsville GOP on the Adoption of a Resolution Concerning the Strongsville City Schools' New Random Drug Testing Policy

​The Strongsville GOP is proud to announce the adoption of a resolution in strong opposition to the recent implementation of the Strongsville City School District’s random drug testing policy for students. This resolution reflects our deep commitment to protecting individual liberties and ensuring that government actions respect the rights of our students and their families.

Key Points of the Resolution:

• Opposition to Government Overreach: We believe that no government entity, including our school district, should have the authority to infringe upon the rights of our children without just cause. The random drug testing policy compels students to submit bodily fluids without proper justification, which we view as a clear overreach of government authority.
• Equal Standards for All: We assert that any drug testing policy should apply equally to all members of the school community, including staff. It is unfair and inappropriate to hold students to a different or higher standard than those responsible for their education and safety.
• Parental Responsibility: The responsibility for drug testing and monitoring should rest with parents, not the government. While we support the school district offering resources and services to assist parents, we firmly oppose the government dictating what is best for our children.
• Concerns About Government Conditioning: The stated purpose of the district’s policy is to promote a safe, healthy, and drug-free environment for students. However, we are concerned that this policy serves to condition our children to submit to overreaching government practices, setting a dangerous precedent.

As a result of these concerns, the Strongsville GOP does not support the efforts to randomly drug test students without cause and strongly opposes any policy that compels our children to submit to such invasive measures without proper justification. We call upon the Strongsville City School District Board of Education to rescind this overreaching policy and instead implement measures that respect the rights and freedoms of all individuals within our school community.

Resolution: Opposition to Random Drug Testing of Students Without Cause

Whereas, the members of The Strongsville GOP firmly believe in the protection of individual liberties and the principle that no government entity should infringe upon the rights of our children without just cause; and

Whereas, the Strongsville City School District's policy of randomly drug testing students without cause represents an overreach of government authority, compelling students to submit bodily fluids without proper justification; and

Whereas, we believe that any drug testing policy implemented by the Strongsville City School District should first be applied to staff members, ensuring that students are not held to a different or higher standard than those responsible for their education and well-being; and

Whereas, drug testing is the primary responsibility of parents, not the government. While we are not opposed to the school district offering resources and services to assist parents, the government should not dictate what is best for our children; and

Whereas, while the stated purpose of the Strongsville City School District’s drug testing policy is to promote a safe, healthy, and drug-free environment for students, we are deeply concerned that such a policy serves to condition our children to submit to overreaching government practices; and

Whereas, the members of The Strongsville GOP are committed to safeguarding the freedoms of our community, particularly the rights of our students to be free from unnecessary and intrusive government actions;

Now, therefore, be it resolved, that the members of The Strongsville GOP do not support the efforts to randomly drug test students without cause and strongly oppose any policy that compels our children to submit bodily fluids without proper justification; and

Be it further resolved, that the members of The Strongsville GOP call upon the Strongsville City School District Board of Education to rescind the current overreaching drug testing policy and to instead implement policies that respect the rights and freedoms of all individuals within the school community.

​Summary of Policy 5530.01 - Drug Testing of Students
Objective: The Strongsville City School District’s drug testing policy aims to promote a safe, healthy, and drug-free environment for students. This proactive measure supports the district’s commitment to preventing drug use among students and provides resources for those needing help.
Applicability:

• Middle and high school students involved in athletics, extracurricular activities, or those who drive and park on school property are subject to the policy.
• Participation in these activities or obtaining a parking permit requires an "Informed Consent Agreement" signed by both the student and their parent/guardian.

Program Goals:

1. Ensure student health and safety.
2. Discourage drug use and provide reasons to refuse drugs.
3. Support students in drug treatment programs and partner with parents to encourage healthy choices.

Testing and Confidentiality:

• Students will undergo random drug testing, which will not affect their academic records or result in suspension or expulsion from school.
• Positive test results may lead to consequences related to athletics, extracurricular activities, or parking privileges but will remain confidential.

Consequences for Positive Results:

• First Offense: 20% suspension from activities or parking privileges.
• Second Offense: 50% suspension, loss of leadership positions, and mandatory testing for the rest of the year.
• Third Offense: One-year suspension from activities or parking privileges, requirement to enroll in a drug prevention program.
• Fourth Offense: Permanent suspension from activities and parking privileges for the remainder of the student's school career.

Testing Procedures:

• Random urine tests will be conducted at school or an approved facility.
• The process includes strict privacy measures and a clear chain of custody.
• Adulteration of samples or refusal to test will be treated as a positive result.

Voluntary Referrals:

• Students may voluntarily seek help for drug use without immediate consequence on the first offense, but must comply with the recommendations of an assessment.

Vendor Role:

• An independent vendor will handle specimen collection and ensure confidentiality.
• A Medical Review Officer (MRO) will review positive results and provide certification.

Confidentiality:

• Test results are confidential and not recorded in academic records. Records are destroyed within 30 days of the student’s graduation or withdrawal.
